Child Safe Standards

Child Safe Policy



The purpose of this policy is to demonstrate Royal Victorian Motor Yacht Club’s strong commitment to child safety.

This policy is intended to provide the guidelines for staff, volunteers, Club representatives, parents/carers and children to be able to provide them with support and knowledge to interact with children in our organisation. It is also intended to empower children of all cultures, diversities and disabilities.



Valuing Diversity:

Within Royal Victorian Motor Yacht Club, we value diversity and do not tolerate any discriminatory practices. To achieve this, we:

• Promote the cultural safety, participation and empowerment of Aboriginal children and their families.

• Promote the cultural safety, participation, and empowerment of children from culturally and/or linguistically diverse backgrounds and their families.


Training and Supervision:

Training, supervision and continuing education will be provided to all staff, volunteers and Club representatives to feel confident and comfortable in recognizing concerns in child safety and dealing with any allegations regarding safety concerns or any child abuse.

Through regular training sessions initially at Royal Victorian Motor Yacht Club and external agencies, we will provide the necessary skills to identify, assess and minimize the risk of/or potential signs of child abuse.

Royal Victorian Motor Yacht Club will provide opportunities for volunteers, staff and Club representatives to further develop their skills to protect children and promote the cultural safety of Aboriginal children or children from linguistically and/or diverse backgrounds and children with disabilities.

All new employees, volunteers and Club representatives will be provided with training and supervision on induction to ensure they understand our commitment to child safety and that everyone has a role in protecting children from abuse and unacceptable behaviour.


Staff, Volunteers and Club Representatives:

All staff, volunteers and Club representatives at Royal Victorian Motor Yacht Club must read, sign and abide by our code of conduct. Our code of conduct specifies the standards of conduct required when working with children. All staff, volunteers and Club representatives, as well as children and their families will be given the opportunity to contribute to the code of conduct. They must also be prepared to attend training sessions and be proactive in embedding our commitment to child safety into the culture of our organisation.



When recruiting staff and volunteers, Royal Victorian Motor Yacht Club will take reasonable steps to employ and engage skilled people to work with children. We have developed a selection criteria which clearly demonstrates our commitment to child safety and an awareness of our social and legislative responsibilities.

Royal Victorian Motor Yacht Club welcomes and actively encourages applications from Aboriginal people, people from culturally and/or linguistically diverse backgrounds and people with disabilities.

All people engaged in child related work will be required to hold a working with children check and provide evidence of this.

Royal Victorian Motor Yacht Club will carry out reference checks and Police records checks to ensure we are recruiting appropriate people to work with children. Police record checks will only be used for the purpose of recruitment and will be discarded (shredded) after the recruitment process is completed. Royal Victorian Motor Yacht Club will retain its own records (but not actual criminal records) if the criminal history of an applicant will affect the decision-making process.

If during the recruitment process a criminal history is revealed, then the candidate will be given an opportunity to provide further information and context.


Fair Procedure for Personnel:

The safety and wellbeing of children at Royal Victorian Motor Yacht Club is our primary concern. We are also fair and just to personnel. The decisions we make when recruiting, assessing incidents, and undertaking disciplinary action will always be thorough, transparent and based on evidence.

All allegations of abuse and safety concerns will be recorded on Royal Victorian Motor Yacht Club’s incident reporting form, incident notes and investigative updates. All records are securely stored (locked away).

If allegations of safety or abuse are raised, management and Club representatives will provide updates to the children and families involved on any progress or actions arising from the allegations. Due to privacy concerns, allegations may not be made available to the wider club membership.



All personal information collected and recorded will respect the privacy of all individuals involved whether they be staff, volunteers, Club representatives, members, parents or children.

We have safeguards and practices in place to ensure any personal information is protected. All staff, volunteers, members, Club representatives and parents/carers have the right to know how information is recorded, what will be done with it and who has access to the records.


Legislative Responsibilities:

Royal Victorian Motor Yacht Club takes it legal responsibilities seriously, including:

• Failure to disclosure – Reporting child abuse and sexual abuse is a community wide responsibility. All adults in Victoria who have a reasonable belief that an adult has committed abuse or sexual offence against a child under 16 years of age have an obligation to report that information to the police or child protection authority.

• Failure to protect – People of authority (staff, Club representatives, volunteers) with Royal Victorian Motor Yacht Club may commit an offence if they know of a substantial risk of child sexual abuse and have the power or responsibility to reduce the risk, but neglect to so.

• Any persons who are Mandatory Reporters must comply with their duties. Mandatory Reporters are all staff, all Club representatives and all volunteers.


Allegations, Concerns and Complaints;

Royal Victorian Motor Yacht Club takes ALL allegations seriously and has put practices in place to investigate allegations thoroughly and quickly. Staff, volunteers and Club representatives are/will be trained to deal appropriately with allegations. We will work to ensure all children, families, staff, volunteers and Club representatives know what to do and who to tell if they observe abuse or are a victim, or if they notice inappropriate behaviour.

We all have a responsibility to report an allegation of abuse if we have a reasonable belief that an incident has occurred.

Factors contributing to Reasonable Belief:

• A child states they or someone they know has been abused (noting sometimes that the child may in fact be talking about themselves).

• Someone else has raised a suspicion of abuse but is unwilling to report it.

• Observing suspicious behaviour.

RVMYC recognises the importance of protecting the privacy and the rights of individuals in relation to their personal information. This document is our privacy policy and it explains how we collect and manage your personal information. We respect your rights to privacy under the Privacy Act 1988 (Cth) (Act) and we comply with all of the Act’s requirements in respect of the collection, management and disclosure of your personal information.


What is your personal information?

When used in this privacy policy, the term “personal information” has the meaning given to it in the Act. In general terms, it is any information that can be used to personally identify you. This may include your name, address, telephone number, email address and profession or occupation. If the information we collect personally identifies you, or you are reasonably identifiable from it, the information will be considered personal information.


What personal information do we collect and hold?

We may collect the following types of personal information:

- name;

- mailing or street address;

- email address;

- telephone number;

- profession, occupation or job title;

- details of the payments you made, together with any additional information necessary to deliver our services and to respond to your enquiries;

• to assess the performance of the website and to improve the operation of the website;

• to conduct business processing functions including providing personal information to our contractors, partners service providers or other third parties;

• to provide your updated personal information to our related, contractors, partners or service providers;

The purpose of this Policy is to regulate the management, operation and use of the closed circuit television (CCTV) system at Royal Victorian Motor Yacht Club. The system comprises of a number of fixed cameras located throughout the clubhouse as well as external parts of the clubhouse and surrounds. The Club owns the CCTV system and is regularly serviced and updated.

The Policy will be subject to review by the General Committee.


Objectives of the CCTV Policy

The objectives of the Club’s use of CCTV are:

a. To help protect the Clubs buildings and assets

b. Help protect the security of Members, Visitors and Staff

c. To deter and detect crime and breaches of security

d. To assist in identifying, apprehending and potentially prosecuting offenders


Operation of the System

The CCTV system will be administered and managed by the RVMYC  in accordance with the values and objectives expressed in the Club’s Statement of Purpose and Constitution. The CCTV system will operate 24 hours each day, every day of the year, recording all activity.

Members will be advised of the use of the CCTV system through the Propeller and other regular communications. Public notices will be displayed on the Club premises to advise visitors of the use of the system.


Control and Liaison

RVMYC will periodically check and confirm the efficiency of the system and, in particular, that the equipment is properly recording and that cameras are functional. The Club will liaise with the supplier regarding servicing and/or repairs and maintenance of the system.


Monitoring Procedures

Camera surveillance may be maintained at all times and footage continuously recorded and held on the system’s memory. Footage is stored on this device for a period of approximately 14 days and will be overwritten by the system thereafter.

Real time vision from a select number of cameras (in external public areas only) can be accessed remotely by members utilising a members’ only login.

All other vision including that emanating from cameras in staff areas and other restricted access areas can only be accessed by or on the delegated authority of the Commodore, Vice Commodore or Club Secretary.


Requests for Footage

Except as required by law, recorded footage will be available only to duly authorised representatives of Royal Victorian Motor Yacht Club (or those delegated by them). Use of this footage shall be limited to the performance of governance and management duties by those authorised representatives of the Club. For the purpose of this policy duly authorised representatives shall be restricted to the Commodore, Vice Commodore and Club Secretary or those delegated by them from time to time.

Only at the discretion of one of these authorised representatives or on the direct request from the Victorian Police will archived files be removed from the Clubs premises.



Any complaints about the Club's CCTV system should be addressed to the General Committee.
